How are units that come through a WebWay Portal deployed?
I think the rules say a WWP is:
a. treated like a table edge.
b. reserves may enter from the edge measuring as normal.
c. you cannot be within 1" of the enemy in the movement phase
d. if the enemy surrounds the portal you can't come through (presumably because this would place you within 1"?)
When we deploy normal reservers we place them on the table edge and then measure movement from there. This leads us to interpret that a unit arrives through the WWP in base contact with it, and then proceeds normally from there.
One of the last lines in the DE FAQ 4.0.1 states: "that means if the enemy surrounds the portal then you cannot use it to enter the table".
It has been suggested that skimmers would not be stopped from leaving a portal that is surrounded by the enemy provided they have sufficient movement to float over them and stop at least 1" away. I would agree with that if you measure first and then place the models (vs place the models on the edge first, then conduct movement).
So how exactly are Reserves brought on the table?

Skimmer vehicles cannot move over troops, they may move over terrain. Jump packs and Jetbikes can move over terrain *and* enemy models. I dont know why Skimmers cant, but they cant. However skimmer tanks can just tank shock their way through same with all tanks
Raiders however cannot tank shock unless you give them upgrades I think, either way the rules for skimmers are not the same as they are for Jetbikes (Remember they are not the same type of unit even tho jetbikes hover)
If you blockade a webway portal with an armor 11 vehicle then nothing could get past except jetbikes and jump infantry

Alright, I stand corrected.. That's fine then so they can move over troops. Placing a vehicle at the entrance to the webway portal will still block it as it only says Troops
In any case, they should put all this stuff in one area not split how vehicles move over 3 sections heh
Surrounding a WWP will block any footsloggers from coming in through it, but Raiders, Ravagers, Hellions, Reavers and Taloi may still enter.
Skimmer rules are listed in more than those 2 spots. I have several pages tagged for ease of reference.
Course if you find yourself in that position you've made a mess of either the timing of your assault or your councils dead. Either way you've probably lost as your opponents one squad will tie up all your reserves all game. Unless you have some CTM vypers which you could claim fire in the move phase and could fly out over the troops and hopefully kill enough to make a hole. Large mobs like grots and gaunts and conscripts are the main worries for this.
