I am an Eldar player and i have recantaly been playing against my friends Slannesh army. His general always passes his psychic test for Siren (unable to shoot or assault psyker) and i was wondering if that included using a psychic power on him, for example Mind War. Please help me out.

according to the GW forums yes it does.
check the 4th one down. its not official but is the designers opinion on it.
