What is the "Dogs of war" rule? Does it have anthing to do with mercenaries?
Also, What is the rule that lets you create your own vehicles as long as they fit with the game?
Does anybody use a mercenary unit in thier armies from say The Warp?
The rules to create your own vehicles are called the vehicle design rules. They can be found in Chapter Approved or on the internet i think. They allow you to create a vehicle which you can convert/make and is fair to use in a game of 40K.

Has the VDR been updated to 4th Edition? I haven't seen anything about it since 3rd, making it more than a little imbalanced.
Also, you're *required* to have your opponent's permission to field any VDR creations - you can't just show up with your AV14 fast hovering artillery platform and expect people to want to play you. And they're *never* tourney legal.
it would be quite a good reason to have a campaign. Say that the armies have to constantly evolve new weapons to destroy their opponents.
