When can infantry fire with rapid fire weapons, when leaving a transport vehicle?
Infantry can always rapid fire if they can shoot.
As this case involves leaving a transport, I assume your confusion stems from the ban on assaulting while disembarking combined with the ban on assaulting after shooting rapid fire weapons?
Well, the ban after firing rapid fire is not a "counts as" or "instead of" assaulting, so there aren't any problems here. They do count as moving however.

thanks frot he reply, so i can now start my turn with 10 fire warriors in a devilship, fly it in 11", drop em out next ta squad and blow em to shreds!!
and then let 3 seeker missiles loose from the devilfish, via markerlights fired previously!

That's a great tactic I'll often use myself. I hide the devilfish in a place that doesn't seem to bother my opponent. I then move it 12", turn it around, deploy out 2" from the back, and rapid fire 12".
This is an effective range of 12" movement, 2" from back (you can't actually gain distance by turning it around, the fire warriors just jump out the devilfish about 6" closer to the enemy this way), and 12" rapid fire for a total of an effective range of 26" from where the devilfish started. It comes to 25" because the back 6 are closer to the exit. Very dangerous.
The best part is that skimmers completely ignore all terrain, so it's 25" in a straight line in any direction. I'll often have my skimmer half over a building and unloading the fire warriors into the building.
pretty much that's your basic Fish of Fury opener...
(tho, usually the fish is used to block the enemy's counter assault... )
your problem's more assaulty army's that stick together... 'cause if there are multiple squads, and you can't hit them all, you're just setting your self up to get routed...
