Right, this is more of a "fluff-game" helper for players. I had this idea about an hour ago, so here goes.
0= You can't attack diddly. You have no means to defend yourself in close combat. In other words, you are a tree-stump.
1= You barely have the ability to hit anything. If a person stood still and let you take your time, you might be able to punch him. Maybe not...
2= Still pretty incompetent in CC, you lack the basic combat skills of the average human. This is either due to some biological defect, or perhaps you lost an eye and now your depth-of-field vision is gone.
3= Average person. You can throw a punch just as well as the next guy. Not exactly the best at sports, and you don't have any combat training, but you've been in a couple of brawls. But you do have your instincts.
4= Combat 101. You have taken some combat training, and you know where to hit so it hurts. You can even manage to dodge some attacks, with a bit of luck.
5=Combat expert. You took the advanced course of HtH fighting, and have put your skills to use quite a few times. You got the skills!
6= Legendary skills. Either your close combat abilities have been honed beyond perfection and into reflex, or you have some sweet genetic wiring helping you out (ie genestealers).
7-9= ? I don't think these exist in 40k, although I may be wrong.
10: God of War. You are the Avatar of Khaela Mensha Khaine. Have a cookie!
0= you couldn't see hit the broadside of a barn with an automatics battlecannon shotgun. From 2 feet away. Either you need glasses, or have never done anything to help your ranged prowess.
1= You CAN hit the broadside of a barn, it'll just take you a few tries. Maybe if you drank less caffeine you wouldn't twitch your gun around so much...
2= Not exactly a marksman of skill. Maybe your vision's a little fuzzy, maybe you just aren't good with guns.
3= Average skills. You don't have an eye for shooting, and you haven't had the most practice, but you can still get a few hits in.
4= You're a good shot! Have another cookie! You practice like your life depends on it (which it probably does). You can hit stationary targets with relative ease, and have even gotten the hang of wind and range adjustment... a bit.
5= Mad skills. You can shoot an ant from 20 paces (or something). You have spent a lifetime in battle, you know how your enemies move, how the wind moves and how it effects your bullets. You are a shooty master!

My gaming group's new motto: That army you're using is overpowered because it hurts my guys, codex is broken and needs a rewrite.
Those with a Weapon Skill of 3 have had some training in hand-to-hand combat. For example, Imperial Guardsmen, whilst not the best of units, have a Weapon Skill of 3 (don't collect Imperial Guard so correct me if I am wrong), and they do have knowledge on hand to hand. I would say that the average human would be around the Weapon Skill of 2.
Other than that, quite an interesting article...

WS4: You are a martial arts expert who have years of training, and a great deal of practical expirience as well. You probably train for hours every day to keep your skill at this high level.
WS4 is what a fully trained space marine has, dude! Its not yous the 101 skill. 2 is average, 3 is good, 4 is superb, 5 is nigh super human..
2= average person, perhaps wioth some experiance
3= very gifted or military standard training (up to date)
5= super human (and I really mean this, point me at the IG humans who have 5s)

also archons have BS6, blood thirsters and harlequins have ws 7-9
anyway. 3's on either are trained human, say IG.
2 is average person
4 is pretty amazing eg. an IG stormtrooper is amazingly well trained (for a human) so has bs4
