is a space marine sergeant considered a space marine?
specifically, when it says a heavy weapon can be given to one space marine in the squad, is the sergeant a valid option?
if not, where is the sergeant stat line, 'cause even terminators get a sergeant in the squad (note: not "terminator sergeant" but just "sergeant")

the sgt uses the normal profile of a space marine, with the exception that he has 2 attacks in combat (but only if you equip him with 2 close combat weapons).
but to answer your question no you cant as the entry in the army list tells you what equipment he carries.
you only change the stat profile when you upgrade your sgt to a vetern sgt (and this guy gets 2 attacks basic, regardless of his equipment) but he is restricted again in his equipment options.
as for the terminators getting a sgt it's fairly safe to say that he is a vetern sgt, as all vetern sgts have terminator honours.

No, the sargent is mentioned as a seperat model, therefore for the purposes of unit weapon upgrades, he can not be given a heavy/special weapon.
Without giving him terminator honors, he only has the option of using a bolter, or a bolt pistol and close combat weapon.
the stat line for the sargent is the same as the space marines. Again, givng him terminator honors change this.
