I bought a bunch of Warhammer 40K minatures sometime back around 1989 or so. I painted some of them and played the game a few times but then later put them away in storage and left them alone. Recently I have started getting back into the Warhammer 40K game and started buying some of the new figures. I also dug up all my old stuff and started painting them again as well. Now I want to be able to use my old figures in a current game but I don't have any idea on how I can create stats and point values for them since some of them are no longer in use (ex. squats). Can anyone tell me how one would go about creating a new set of stats for a misc. figure and then how I can determine the points that figure would be worth? Just to give you an idea of what I am looking for I will tell you some of the stuff I have. I have a squat minature, a halfling (ratling?) minature, several misc. mercenary figures, 5 harlaquinns, and a bunch of robots (from an old 40K game called adeptus titanitcus).
I have the new rule book but nowhere in it does it break down what the stats, various weapons & armor, special equiptment, and special abilities are worth in points. I can make up stats from scratch if I need to, that is not the problem, I just want to know that the profiles I make up for these generic minatures have a fair point value assessed to them so that I can use them and know that the playing feild remains even.

Also if anyone reading this knows where I can find the original rules for the Adeptus Titanticus game (came out in 1989 and was later discontinued) please let me know. I have the entire origonal game box (12 titan plastic models, weapons, damage markers, buildings, ect.) except for the rule book. The rule book dissapeared on me and I would like to play the game again someday.
I don't think you'll be able to find what you're looking for. As far as I've seen the rules to create your own infantry types have never been published. Create your own vehicles and monstrous creatures yes, but infantry no. If they published that we wouldn't need codexes any more as we could simply create our own armies.
I would take your old models and convert them into current models. It is perfectly legal to use a 2nd. edition model to represent the 4th edition equivalent. I heave seen people using 2nd edition Tyranids with their 4th edition army. As long as they're GW models you should be able to use them within reason. Obviously you can't use an infantry model to represent a monstrous creature but a 2nd generation Genestealer can be used as a 4th Edition genestealer. The only caveat to this recommendation are the WYSIWYG rules. The guns and major wargear must be represented on the model. So if your old models have invalid weapons and/or wargear on them according to the new rules you'll have to convert them.
In your examples:
Halflings are now called Ratlings and are Imperial Guard snipers. You can find their rules in the Imperial Guard codex.
Harlequins have unofficial rules on the GW site that can be downloaded for free. But you can easily use a Harlequin model as either an Eldar or Dark Eldar with a little creative painting.
Your mercenary figures can easily be used as Imperial Guard.
