Hello all, im new to this forum and whilst browsing i saw something about how the flesh tearers no longer have their own special rules (i.e those in Index astartes 1) Is this true, and if so could you tell me if there are any new rules out for them?

Welcome to the humble home... may the luscious screams of agony in the chaos forum make you feel warm and fuzzy and at home... anyway as for flesh tearers ,I can't find them in the codex so you may well be on your own there...

Flesh tearers would still be able to use their original rules from Index Astartes I, however they would be amendable by some of the new marine codex rules. This is similar to how Blood Angels/Space Wolves are affected by the new codex.

At the moment im using the Space marine 4th edition codex and the blood angels codex with the GW online FAQ sheet ammendmens plus the rules in Index Astartes 1, so is this legal?
yes, it sounds good, I'm not for sure but it sounds like you've got everything you need right there.
