With the Heed the Wisdom of the Ancients the 0-1 cap for Venerable Dreadnoughts is removed and Elites must be Venerable, but... does that mean that only Elite Dreadnoughts can be Venerable, or can Heavy Support Dreadnoughts be Venerable as well?

Good question, I would say no since the idea is to have only the elite dreads venerable.
I don't see why not. Nothing in the wording seems to preclude you from taking Venerable when taking Dreads as a Heavy.
My reading is that the ELITE dreads must be venerable. The wording is a bit ambiguous. I'd go with the intent of the rule and say that only the Elite dreads can be Venerable. Makes sense in terms of background history, ie, the elite of the elite.

The elite dreads must be venerable. The heavy can be venerable, but are not required to be.
By removing the 0-1 limit, the background suggests that many great warriors are intered and are classed as venerable (far more than in a standard chapter). Thus a player is allowed to take dreads as heavy and make some or all of them venerable. In addition to this the best of the best are classed as elites, thats why any elite choices MUST be venerable.
