I was kind of confused about these, when i build an army form the grunts up, you want it perfrect right?
In the Chaos Space Marine codex armory, it says that, "marks of chaos and items from the weapons and psychic abilities and equipment sections of the armory do not count towards the wargear points limits."
What exactly does that mean? is it completely free? does it still cost points but to where do i add to, and all that.
The other is about the master crafted weapons. It says to add the values together but only to count the master crafted upgrade against the wargear limits.
again, what does that mean. am i adding just the 15 pts to the wargear but the other still goes on the model?
You pay for it all, there's no getting away from that.
BUT every character with access to the armoury has a limit, he might buy gifts for this much and the total sum spent on wargear may not exceed like 75 or 150 points.
The things you are talking about does not count toward this limit. If you take an Aspiring Champion, he can spend 75 points on wargear, this is excluding weapons, marks veteran skills and psychic powers.
If you gear him out he might have spent say 50 points on Gifts, 25 points on Wargear =the 75 points limit. Then he can also buy a mark, some weapons and if he's a psycher (Tzeentch only on Champs, not counting chosen) a psychic power and some psychic wargear.
This will take him far beyond the 75 points limit but it's still OK as many of the things does not count toward it.
I bet someone else answered faster and better, but anyhow...my 2p.
