Let's say a chaplain joins a assault squad. Now lets attack a unit in cover. Does the chaplain have to have frag grenades to attack at the same time as the assault squad?
Grenades are effective on a per-model basis. If one model does not have them, then it does not benefit from them even if the rest of the squad does. Basically: yes, the Chaplain must purchase Frag Grenades if he wants to benefit from them.
