Although I've never done it, I have it on good report that in previous 40k editions it was possible to second the Command Squad specialists to other squads prior to the start of a game (ie the Tech marine to the Devestators, Apothecary to the Assult squad). They were required to remain with the assigned sqaud and were not considered IC's. There is some verbage in the Command Squad entry ie listing the option to upgrade them to Characters that leads me to belive this may still be permissable.
My questions are as follows:
1. Under 4th edition can the Command squad specialists, Apothecary, Company Standard Bearer, and Company Champion, be seconded to other squads?
2. If seconding is permissible, must they all be seconded to the same squad?
3. If a HQ unit is comprised of a Commander (any of the HQ choices) and up to 8 additional marines, and then seconds the specialists to other units, can the then 6 man HQ unit be mounted in a Razorback?

Sadly no, the members of the command squad cannot be seconded to other squads as they were able to do pre-third edition. Now the command squad acts as a bodygaurd squad for the given HQ with the ability to take apothecaries, champions, and relic/standard bearers. (Though the techmarine is no longer a member of the squad...)

There are some traits that allow you to upgrade the squad sergeant to an apothecary (and as the techmarine is an IC he can join squads of you want him to), but thats as close as you can get to what you are suggesting. The command squad specialists cannot be seconded to other squads any more
