Should troops be able to hide under a skimmer (say a falcon or devilfish) to gain protection from indirect fire? I know that skimmers don't normally block line of sight between firer and target with horizontal fire, (the skimmer is assumed to be above the shot trajectory) but do you think they could block vertical attacks from above? Some of those skimmers are pretty big.
Models cannot occupy the space beneath Skimmers, so no; one cannot gain protection from indirect fire by hiding beneath a Skimmer. Furthermore, while a Skimmer may fly over a model, a model may not move under a Skimmer.

A skimmer only occupies the area of its base, so even if you were "under" it, you wouldn't get any cover from it.
Just out of curiousity, whats next? Maybe you can make an issue about the fact that GW didn't define the action of 'rolling' a D6 to actually mean dropping it in such a manner as to produce a random result; thus making it perfectly acceptable to just put them down with the face up of your choice?

You mean besides the obvious fact that skimmers don't block LOS, thus you can't hide under them, nor gain cover from them?
