Just a quick question. Say my Librarian has Might of Hero's (adds extra attacks in assault) and fails his psychic test (just for argument's sake LD roll of 11), does he still get his normal number of attacks or does the failed psychic test mean he loses all attacks?
"The internet perceives censorship as damage, and routes around it."
He just loses the bonus. Note the wording for Might of Heroes: it says that he gets bonus attacks from the power if the test is successful. The logical consequence for failure is simply that he doesn't get bonus attacks from the power.
Why do the survivors remain anonymous -- as if cursed -- while the dead are revered? Why do we cling to what we lose while we ignore what we still hold?
Name none of the fallen, for they stood in our place, and stand there still in each moment of our lives.

Correct he looses the bonus that he would have recieved.
