so it says (about callidus) no armour saves verses c'tan phase sword
true against tanks?
The Phase Sword only allows you to ignore invulerable and armor saves. Tanks, and everything else with Armor Values (AV), don't make armor saves. You have to roll for penetration to "wound" them with a C'Tan Phase Sword, like any other weapon.
at what strength ?
At the Callidus' normal Strength, as given in the Officio Assassinorum entry (which is the shared stats of all assassins).
Like all weapons, the strength of the user unless other wise noted in the weapon description.
The only AV Value a Callidus could possible Glance is a AV10.

The phase sword is not a warscythe, if that's what your trying to compare it to. Yes, they do the same thing to non-vehicle models, but against vehicles they have different rules.
Like said before, the phase sword uses the str of the assassin. Use the neurl shredder, that can hurt tanks.
