This came up today,
Unit of 'Stealers in cover is assaulted by demon price (Slaanesh) with Mark of Slannesh (-1 to enemys I in CC) and frag grenades.
Stealers have I 10 for cover, demon prince gets I 10 for having frag grenades. BUT stealers have a -1 to I for the Mark of Slannesh, so are at I 9.
Meaning the demon prince strikes first!!!!!
Extrapolating on this, if the demon price was in cover (I 10)and was assaulted by the 'Stealers with flesh hooks (Frag eqv.) Then the 'Stealers would be at I 9 and would once again be strikeing after the prince!!!
So if you have the Mark of Slannesh and frag grenades and assault a unit in cover you will always go first. And if you have the Mark of Slannesh and are assaulted in cover you will always go first!!!

argh... i looked at the post and your name and hoped this would be about 'nids... their warp scream isnt affected by cover...
anyway, onto what you are on about... im pretty sure this has been covered before, but the frag grenades/cover bonus is put on after the I penalty... so your stealers are stealer I (6? i cant remember) minus 1, then set to 10... you both still strike at I10 AFAIK
I asked this very same question nearly a year ago. Never did reach a general consesus on what the answer would be.
I personally think that both would strike at init 10. The Warp Scream effects the stat line of the opponent's models, which would then be over ridden by the Frag Grenades/Cover back up to Init 10.
Also, if Frags + Warp Scream worked in this fashion, it'd make the Doom Siren practically worthless.

I agree with Ling_Lover's explanation. The Warp Scream would drop the stealers intiative to 5 and the cover would elevate it to 10. The initiative given by cover is strictly based on terrain (hence its a flat I10 accross the board and not a bonus) and someone running screaming at you wont change the fact that a big dirty tree is in the way.
