Simple question. Can an E/L squad of Chaos pay for jump packs (D/F), and lets say they are a small squad of 5 or 6 and could one or two of them take a heavy bolter. I know if they move they cannot Fire but maybe next turn. Or would this be a waste of points and turns. I was thinking about having a small squad of E/L squad of D/F A/C with power weapons in my Night Lords army. The rest of my F/A would be full and this would add one more unit that would be fast and deadly.

Ah, well, in that case, I can answer with a little bit more detail towards your question.
In order to have the Daemonic Flight, all of the Chosen would need to be upgraded to Aspiring Champions. This is because they need access to the armoury where the Daemonic Flight is. However, Chosen Aspiring Champions may not take the ranged weaponry upgrades avaliable to Chosen squads (page 24), and there are no Heavy Weapon options in the Armoury. So it's either the Flight, or the Heavy Bolters. Can't do both.
Even if you could, the price on those guys would be so high that it's doubtful you'd get much effective use out of them.
I thought so. What about the second part. A small man squad of A/C with D/F and Power weapons. That would make 5 Fast attack. 4 that the Night Lords get if they don't take any H/S and the E/L squad with jump packs.
Well sure you could do that, but boy would it be expensive. We're talking around 40+ points per model and they only have 1 wound and a regular 3+ save. In any game under 1500pts that seems pretty excessive.
Depends on what the points limit is as to whether it's worth it.

Use a squad of raptors, give the champion a power weapon and lead them with a chaos Hq tooled up for combat with a jump pack.. This works a lot better
The Heavy weapon/ jump pack is silly and doesnt work (see dark eldar scourges(?))
The thought is you can get to a good position quickly, or run away if you get into anger, but better deployment would solve those problems without losing shots
