i was skimming through my codex when i noticed that there are always different prices, specificly for weapons upgrades( may exchange a bolter for flamer for -pts)
why does it change from group to group? i thought that the cost of a weapon represented the resources required to make the weapon, get it to the army, and have a surplus of ammo for it, so why does the cost change from unit to unit withing a dex?
GW also includes the effectiveness of the weapon into the weapon's price, dependant on who is carrying it. HQ & Elite squads will generally have higher BS and WS skills, for example, and will be able to hit more often than rank & file models will.
but still, a SoB sister can take a flamer for few points(i dont want to break any rules for posting points costs)where a dominion member takes it for like twice the points cost
For instance, take a Space Marine Tactical squad versus Devestator squad. The Tactical squad can only have one Heavy Bolter, so recieves it at a cheaper price. The Devestators can have up to four, which makes them far deadlier. To balance this, the price is increased.
Unfortunately, flamers make for a bad example of this, since they're typically worse when multiples are used in the same squad. But the principle applies to all other weaponry.
and since where on the topic of different costs, why, and this is geared more to the chaos codex, why do things like demonic gifts cost more for a lord to take then other non-independant characters?

Same reason: the Lord has better stats, and can be joined to whichever units you like, as opposed to non-Independent Characters. So the weapons/gifts/etc are potentially more devastating in the hands of the Lord than in another model's hands.

The main reason why heavy weapons are more expensive in a Devastator squad is not the increased number. The idea is that a Devastators squad will spend more time stationary to shoot its 4 heavy weapons than a tactical squad which is shooting its rapid fire weapons on the move (so the heavy weapon cannot be shot). As a result the same weapon is more effective in a Dev Squad (more time stationary and more of the same type) than in a tactical squad.
