Can I fire from the access points of a rhino if the vehicle pops smoke?
I would say no. For the same reason you can't shoot the vehicle weapon, you can't see to shoot!

I believe it says that the veichle can't shoot becuase of the smoke, so technicaly the passangers would be able to fire. Altough I would strongly recommend not to use it as it would be a good example of finding loop-holes in the rules to further your cause and make the game less enjoyable.
My guess is that the vehicle doesn't shoot so that it doesn't reveal its position in the smoke. however, more properly you can't fire becaues the fire point, while being shot by a person inside still counts as the vehicle shooting. The weapon is treated as if the vehicle were firing.

Rules corruptions are simply that, corruptions, they neither deserve to be part of a logical argument, nor do they deserve to be considered as fact for deciding the governing rules of this game.
There used to be an FAQ clearing this up.
The answer was no. If the vehicle pops smoke the passengers can't shoot from the vehicle.
