The rule on pg 21 is referring to normal models, not vehicles. The rule (as it states) was designed to not limit those who like to convert their models. In the rules "Body" means hands, feet, legs, torso, head.
For vehicles, any part of the vehicle hull can be hit, including legs. Once again, this is the hull, not spiky bits, or other add ons. This is stated in one of the FAQ's by games workshop.
It get's tricky if the vehicle is in area terrain, such as woods. More often than not the Defiler's legs will stick out and a "hull down" argument will ensue.
The Defiler is a Vehicle and LOS is drawn from the firing weapon to any point on the hull (i.e. legs, claws) If it was that you could only hit the (very small) defiler "torso" it would be impossible to kill. There is a reason why GW made the defiler with big legs and claws.
Once again, the defiler is a VEHICLE, not a standard model. The rules on pg 21 prevent the targeting of banners, guns, or other accoutrements unfairly.
The rules say nothing about the clarification of "body." A body is made up of a head, torso, legs and arms. The rulemakers just don't want you going "A HA! I can see your toe!"
I also ran into this problem the other day and the Defiler is near invulnerable behind a forest of the size of 1 Land Raider, simply because the legs cannot be shot at (according to my opponent) and he purposely stick ALL of his legs out the forest just to hide that tiny little body behind the forest.
I would also love to get a clarification of that Defiler's hull-boundary.

Yeah, bgb p 21-LOS must be drawn to the "body " of the model, p 69 about obscured, and most importantly p 6 "for models without a base (usually vehicles) use the model's hull/MAIN BODY instead.
Done and done.
Well, if that's the case, and the legs cannot be targeted, then the defiler is one of the best vehicles in the game.
All you have to do is "squish" the model so the torso is almost near the ground and then it can be hidden behind almost anything.
Personally, it is incredibly stupid to say that you cannot target the legs of a vehicle, when the legs are BIGGER than the model itself.
GW needs to make a ruling on the Defiler.
