I read a couple battle reports that mentioned that rule and i'm just wondering what exactly what that rule means.
If your skittish of telling me outright, please tell me which codex it can be found in and i'll try and track it down myself.

No there is no lucky glancing hit rule. Maybe they were just referring to a lucky dice roll or maybe they won combat against a walker and it suffered from no retreat.

With the Forge world super mega ultra shiny ultimate heavy vehicles, i do recall reading something about a 'lucky shot'.
This is basically where a stay shot reaches through a vision slot in the vehicles, or something like that, and causes untold damage.

Lucky Glancing hits was a rule from the original Tank Company rules printed in White Dwarf back in 3rd ed. Since you were playing up against an army consisting entirely of tanks (and thus most basic weapons were utterly useless) any weapon could inflict a "Lucky Glancing Hit" on a roll of a 6 to hit followed by a 6 to glance regardless of what S it was.
You'd then only be able to roll up to the value of the weapon's strength on the damage table (So S4 would count 5+ as a 4...or maybe reroll, I forget).

Most, if not all current references to a lucky glancing six are in response/reference to a roll of 6 on the glancing table. Many of my friends have that painted on the button of thier vehicles "stupid glancing 6".
All other presumptions are nice and all, but aren't what most refer to as a lucky glance these days.
