there has been a debate between the people who i play with involving the number of attacks in the shooting phase. It seems to convey in the codex that A (attacks) stat only applies in the assault phase and that in shooting phase individual troops only get one attack no matter what their A (attack) stat is.
EX: a tau Shas'O battlesuit has A4 would that means he gets to shoot 4 times in the shooting phase?
Nope. How many shots you get in the shooting phase is decided upon by the weapon(s) used and the movement of the unit. The Attacks stat is used in the assault phase only, and has no bearing on how many times a model may shoot in any given turn.
The only exception to this is the Tyranids, who have peculiar weapons that have a rate of fire decided upon by their base amount of attacks. All other armys work normally, though.

It depends on the weapon.
A heavy bolter, for example is a heavy 3, meaning it gets three shots.
an assault 2 would be a weapon with 2 shots
A rapid fire weapon can take one shot at maximum range, or two at half
A pistol is 2 shots standing still, or one after moving
