I was wondering, if an Autarch can have swooping hawk wings, why can't he/she be armed with a sunrifle. Just for arguemants sake, what would be an appropriate points cost for a house rules modification regarding this?

The Autarch can only take basic equipment of the Aspects. Specialized kit is reserved only for the Exarchs, and no one else. Because an Autarch is someone who has mastered every Aspect path but never lost himself on one (I.E., become an Exarch), then he'll never have the ability to take Exarch weapons.
If you're willing to forgoe the fluff and make a house rule, I'd say maybe it'd be +5 points over what the Exarch has to pay for it, because it's more dangerous with the IC status. Maybe not even that.
Yes Caluin, i would agree with the +5pt cost for a house rule. Due to the reasonable strength, it could be used quite effectively as a light vehicle killer, especially in the hands of an Autarch.
