Does giving a greyknight terminator a power claw count as nemesis weapon that gives him +2 str?
it isn't a nemisis force weapon, and hence is not a nemisis force weapon
simply said, no.
The trick here is that there's really no perfectly set in stone way for a NFW to look. Sure, the official models have swords or halberds, but there's no real guidelines aside from the two variants the sculptors came up with. It's rather like the basic Power Weapon - most people use a bladed sword (as opposed to a chainsword) to represent it, but I've seen Axes, Maces, Mauls, Flails, and even Hammers (though this requires an explanation that it's not a Thunder Hammer). With some creativity and skillful explanation, almost any sort of one handed weapon could be called a NFW.
What exactly are you referring to as a "Power Claw"? Powerfists and Lightning Claws both have very established appearances, and they're both viable weapon options for GK's. So while you might be able to explain it away, both of those would be pretty confusing to an opponent.
