Swooping hawks are able to leave the table via Skyleap in their movement phase and then re-enter via deepstrike as per normal reserves rules. In conventional games this means needing to role to get them back on, 4+ for turn 2 etc.
In Apoc. the normal reserves rules are nor used so would it be fair to say that the Hawks can just return on the following turn without the need to roll any qualifying dice? If so this seems like a lovely way to mess with objective contesting towards the end of the game.
One could even go so far as to pile on the cheese and and take 6 small units and ensure that they can capture or contest every objective on the table. If you take the last turn then you are almost guarenteed to win or at least draw, deepstrike mishaps not withstanding. Not very sporting I grant you though.

I would alow an eldar player to use the apocalypse rules to bring in swooping hawks until the end of turn 3. After that he has to roll for reserves using the standard 40K arrival dice roll. If your appocalypse game goes on for many turns however note that from turn 5 onwards your reserves will arrive automatically.
