Apoc Formation question: Guard

So I'm planning for an Apocalypse setup we've designed to fully test the new 6e rules in grand scale, and I've come across something that makes me wonder.
There's an apocalypse formation on GW website : The Deathstrike Vortex Missile. It looks like fun, and I've got the deathstrike, so I figured I'd give it a go.
Now here's the question - It says it requires a Lord Commisar, and I was wondering what peoples thoughts are on Yarick counting as that? I'm going to have him anyway, and not having to buy another Comissar would be nice.
He's got all the stats of a Lord Commisar Plus a bunch of other abilities, and costs more, but technically he's not a "lord comissar". I'm going to run it by the guys I'm playing with, but I figured I'd mention it to y'all and see what your thoughts are on the idea.

Yes but technically he isnt. He was around before the Commissar lords existed on the tables and there is nothing in his profile to suggest that he is.
Simply put he is not stated as been one and regrettably fluff doesnt count on the table. Had i been there i would have no problem but unless you play with someone reasonable you better pack one lord in the list and make a contingency on points spending. You never know.

Just proxy a normal Commissar that is tooled up correctly....
