As stated before, the Elysian list is published in Imperial Armour 3: The Taros Campaign. Also as stated Forgeworld produces a range of Elysian models that are very beautiful, but equally expensive. Its not required that you use Elysian models to represent an Elysian list, by no means does your force even have to be Elysian to use the list (instead its a regiment from some other world that uses similar tactics, etc.).
The Elysian list is interesting, but its not the greatest thing since sliced bread. As mentioned it has sentinels with multi-meltas (or heavy bolters) which is cool, as well as the option to give infantry squads demo-charges. Plus there's fliers integrated into the basic list. All cool stuff. However there's no way you could mistake an Elysian force for a typical Guard one. No tanks (obviously). No heavy weapons outside support squads (which lost versatility as well, Fire Support squads are always heavy bolters, anti-tank squads are missile launchers, no options) because infantry squads can't take them anymore. Only demo charges. The command squads are solely for leadership, they don't have the capability for firepower that normal command squads do (no demo charges, and only one special weapon instead of four). They picked good doctrines for the Elysians but they only have five, so its nothing you can't make with a standard doctrines force. Honestly if wherever you play allows the use of other Imperial Armour books, you can duplicate most of the Elysian list just adding flier options and things of the such. I also believe Drop Sentinels are allowed for non-Elysian lists in IA:3. The only thing you really miss out on from an Elysian list is the demo charges in every squad, which isn't really as big as I'd have expected from the list.
Just figured I'd give you guys the run down on the Elysians, since I've had a chance to read through their list in IA3.
