Other than a rather pedantic statement that a flier can only egage VTOL at the end of its own movement, which is in turn at the end of your opponents movement phase, then yes, so far you are right, and that may be fine for a Vulture, but the valkyrie only only has half the hard points of a vulture and therefore half the ordinance, the point with the valk is to delive men on target which does not allow you to hover 60 inches away, but rather probably puts you within 12 inches

away from the nearest enemy unit and just keep pounding them and there wont be anything they will be able to do about it.

Oops rather interupted you but yes, my point is the Vulture is far more effective a this, and why would you want to bother with engaging VTOL to do this when you can do this 5 times out of six with the added advantafe of mobility preventing your opponent from using cover to blockline of sight

Most long rang weapons in most armies are 48" range(Heavy) so if you hover at that distance you will be fine. Races line Necrons and tyranids dont have weapons of the needed range to shoot down fliers from far away.
Points above stand, vulture is twice as good at this and this on a table with cover is not very effective

Fliers are optional, their main purpose is not to win you the game but to make it more fun cause with fliers, its usually harder to win especially if you relly on them a lot, like elysians for example.
Agtree, in fact I find my vulture rarely directly kills its own points value, however the impact on the game far exceeds its actual threat, the number of las cannons etc that have wwasted their time trying to shoot it is absurd
