Well if he is using such big blocks i think its safe to assume its a skink heavy army.
2 RBT is a good start for the multiple shot.
Against poison anything with a higher T becomes moot so its not that bad that your only T3.
on that point i disagree with the chariots since you can poison them now.
With the number of lightly armored T3 models your fighting you should go with volume of Shots/Attacks while trying to keep a decent save. WIth all that Poison your going to have to make alot of extra armorsaves.
Take all this with a grain of salt since ive not yet faced Lizardmen so this is all theory
