shooting will never get you anywhere with the high elves. There are too many dice rolls and none of them are in your favor. If you are lucky, you have maybe 80-90 models. A skaven army can have over 300. Because of the numbers, Skaven leadership is actually comparable to High Elves, if not better in some instances.
The only way I can see you getting out of a Skaven Horde with a win is by overpowering and dominating the magic phase. You need an Archmage with the Staff of +1 to cast and 1 or 2 lvl2 mages and the banner of sorcery. There are several spells (higher point cost, so greater risk of miscasting) that will do serious damage to large groups of troops. The Flames of the Phoenix is great. Anything with 2d6 str 3 or 4 gives you a chance of wounding quite a few rats at once. There are even some bound spells you can get. Find out if he has some magic resistance units and target the other units. Target the artillary first if you can.
