What's really the difference between skeletons and wights. To me, it looks like wights are skeletons, so what makes them better fighters, tougher, stronger and gives them the ability to cut of the heads of their enemies?

I think the only real difference is that, somehow, Wights are more ancient undead. They're raised from long-dead warriors and somehow end up imbued with additional powers. Perhaps it's something to do with retaining their memories or abilities or something, or at least being imbued with these powers by whoever raises them.
Skeletons, in my mind at least, are a bit more like lasts seasons casualties. Just generic soldiers raised up to fight once more. No special effort is made to enhance them with the unholy power of dark magic - they just have to get up and go in a hurry.

Usually Wights and Wight Kings are sort of like ancient tribe of man influenced by the Nehekharans (Tomb Kings) in preserving dead kings and their personal guards in particular ways. Wights are just mooks who died on the battlefield but warriors buried with care and usually with magic arms and armor.
Even those buried with mundane weapons were exceptional and VC magic being in many ways similair to Tomb king incantations the VC would be quick to corrupt and imbue these soldiers with their foul magics.
Do not question the dice gods for their wrath is swift and terrible.
Wights are buried in Tombs, with their weapons and equipment from ages past, in areas ofton saturated with magical energy, this fuses into the weapons of the wights, thats what makes them more powerful, they have more magic in them therefore have the capcity to use more of their long lost skills.
Skeletons are ment to represent those fallen in battle in shallow, lost , unmarked graves, ofton in the very place they fell.
