I am a bit torn and am not sure if something would be fluffy. I like the concept of a gunline with a few strong blocks of CC for an empire army. But I am also torn to make a Sigmar themed army with flagelants, priest, etc..
Would a Sigmar gun line be fluffy?
I'm not sure. I know sigmar saved a dwarf king from a Greenskin horde, but I am not entirely sure when the dwarves helped man with black powder weaponary. I would think that a sigmar themed army would be mostly on foot though. They would lack magic for the most part, and would most likely be made of flagelant's and warrior priests.

Depending upon the region of the Sigmarite army's origins, handguns could be either common or uncommon. In Hockland, where handguns (and the Long Rifle) are more common, you'd expect to see more of them, whereas in the Norland wilds they'd be much rarer. It might be worth including a single unit of them (that -2 armour is usefull), and since they cost the same as crossbows and archers, you can mix and match depending on the opponent.
