in some armies, it is clearly stated that some characters may not be the army general (like wood elf alter kindreds). What if that character happens to be the only character happens to be the only one in the army? will your army just not have a general, or will you have to choose another character?
Your army MUST have a general.
So, if you take a character which cannot, you must take another character which can.
Battle Standard Bearers are a perfect example. They may not be the general, so you would require a second character to act as the general.
