I've searched the rulebook over and over, but i can't seem to find what "magical attacks" do. Can someone please tell me or tell me what page it's on in the rulebook? Thanks
It's probably not in the BRB because it only comes into effect vs certain things.
The most common effects of having "magical attacks" are negating the ward save of Wood Elf forest spirits and being able to harm ethereal creatures. There's a host of other things but its all army specific.
Well, the bretonnian grail knights all have magical attacks, and thats all it says. So does it only effect wood elves ethereal creatures?
It doesn't have any effect until something triggers it. For example ethereal creatures can be harmed by magical attacks whereas they can't be harmed by non magical ones. Daemons don't get their ward against magical attacks either. It will say in the description of a unit whether magical attacks have any effect on it or not
There are some magic items (armour or talismans, usually) that are also affected, for the sake of completeness. Hordes of Chaos Armour of Tortured Souls is one example.

Magical attacks can, of course, affect any other "normal" creature or unit. Spells are magical attacks for example.
