Checked this in my BBB first but due to the wording of the HE army book, I need some clarifications:
I'm looking to take a High Elf Noble on a Barded Elven Steed as my BSB. I take one on foot in another list and I understand that he can use a great weapon even though lofting a banner about. As such, for my mounted BSB...
....If I do not take a magic banner, can he carry magic items including weapons?
....If I take a magic banner, can he carry any mundane weapons (e.g. lance, GW, etc.)?
....Does a mounted HE get the +2 Strength bonus from using a great weapon?
...For my own interest, what is the tried and tested configuration for the mounted HE BSB?

If you don't take a magic banner he can carry whatever you wish, incuding magic items.
If you do take a magic banner, he can carry all the mudane items in the armylist.
As he is mounted, he only gets +1 strength from a great weapon.
I tend to use it on foot, but if you put him in a pretty large unit of DP and only charge units you know you'll break (eg. not stubborn, unbreakable or the like) it will be a powerful tool. Especially if you give him the Battle Banner for +d6 CR.

The High Elf BSB is one of teh best ones you can take. He can take any magic items upto the normal allowance for a Noble, OR take a magic standard, AND can take any items allowed to a Noble. The commonest build for BSB seems to be Armour of Caledor and Great weapon, on foot, sometimes with a Guardian Phoenix.
You could go for a BSB armed with a HALBERD on a barded elven steed (same beenfit as GW), and give him Dragon Armour, shield, magical standard (maybe World Dragon or my favourite, Arcane Protection).
He'll have a 2+ armour save against shooting, and 3+ in close combat if he uses the halberd, at +1 strength to have a total strength of 5 constantly.
Halberds don;t see enough usage in mounted armies IMHO, and theya re cheaper than GW for the same effects...
Put him on a great eagle (assuming HEs like WEs can take eagle mounts) and your BSB is hard to catch, hard to kill, and can take his help whereever it's needed.
