Now this might be a stupid question, and I really should know better BUT...
My understanding has always been that Arcane Items can only be taken by Wizards. Im toying with building an Empire list, and I was wondering whether Warrior Priests could also take them as technically they arent wizards, however they do kind of cast spells (prayers of sigmar). I would hazard a guess that they can't, and for most options this isnt a problem but i'd like to give them some dispel scrolls!

I would have to say no for a few reasons. He isn't listed as a wizard and he casts bound spells as opposed to casting normally. Any non-wizard character can carry a non-arcane magic item with a bound spell, but they cannot carry dispel scrolls.
