~I remember reading somewhere that a person with the Stupidity rule as well as Frenzy does not have to make Stupidity Tests at the start of each turn, but I cannot find that. I swear it was somewhere, but now that I'm thinking about it, it doesn't make too much sense...
~Any straight up answers? Am I going crazy?
Frenzied troops are imune to psychology..........
Which used to mean all of it. However when i got reading the bit about Imune to Psychology all it says is that they are imune to panic, fear, terror and that they can never flee.
So i'm guessing you'll have to take Stupidity tests aswell.
Although i have a hang over at the moment so i could well be wrong. It's page 52.53 in the rule book If any one want to check me up.
No, you're right. The Vampire Counts have a Helm that causes Stupidity as well as units with Hatred. Even though they are all both Unbreakable and Immune to Psychology, these both still apply. The only things that cant effect them are any Fear, Terror, Panic, or Break tests they may have to take (unless it states in the specific ruling that it overpowers ItP or UB ).
So, there you go.
As for the initial question:
Stupidity happens at the START of their turn. So when their turn starts you roll for it.
Frenzy happens during the "declare charges" part of the movement phase, after all other units have made their charges.
As for how these would interact I have no idea. However Frenzy happens during the movement phase before Stupidity movement. Frenzy is not voluntary movement, so when Stupidity says they cannot Voluntarily charge then Frenzy would override that, forcing them to assault the nearest unit if it is within their charge range. So I guess you could say that Frenzy would override Stupidity, however if there are no units within range of their charge move then they will giggle and move along during the Compulsory Movement part of the Movement Phase.
