In a 2000pt game, you are allowed 1 Lord choice, 4 Hero choices, and 4 character choices total. Often a lord or hero can be mounted on a beast, which sometimes occupies a hero choice as well. Does that extra hero choice count as a character choice? For example could I take a Dark Elf Highborn on a Black Dragon (1 Lord choice and 1 Hero choice), 2 sorceresses (2 Hero choices) and an assassin (1 Hero choice)?

Yes it does. You can only have 4 characters maximum, and it counts as one of them. You can only have 4 Hero's maximum, and it counts as one of them.
Yep. So in your example, you should lose either the Assassin or a Sorceress (or just not use a dragon...)
