I'm new to the forums and I'm keen on getting started playing Warhammer, but I had a question that might best placed in this section.
I have an interest in multiple armies and came up with a few concepts that could, with the right fluff, combine the two. Is it possible, under the rules, to have units from two different armies operating under one general?

If I understand you correctly then you are combining say, Tomb Kings and Vampires under one general, right? You can't do that unless it's a friendly game like at home or something, a doubles tournament or Legendary Battles. It's like in 40k if you came from playing that. You can't combine armies unless there's a special rule. What armies did you want to combine?
I wanted to try creating a Tomb Kings/Skaven army. Skaven were slain by TK, raised to fight under them, that sort of thing. I have a great aesthetic theme in mind, but I just wanted to make sure that I could justify it under the rules.
I'm pretty sure now it won't be allowed in any official capacity, and only in friendly play, but would I even be able to pull it off at all?
It's definitely posible.
There are guidelines as mentioned already in legendary battles for combining armies.
Sounds like I great idea anyway...It's certainly an interesting combination!
Had a quick look...according to the supplement Skaven and Tomb Kings are only occasional allies...
Nothing to stop you from creating your own rules though!

The great thing about fantasy is that, generally, you can do whatever you like Its easy to write your own fluff (yes, you used it rigght) for whatever you want to do.
Most people should be ok with you playing it in friendly games i think. Maybe ask around most of your common opponents before just to check.

Wait so do you mean to say have a unit of Tomb King Chariots and a Warp Lightning Cannon in the same list? That would be interesting to say the least.
That's one possibility, but when I came up with the idea I had Skaven acting as a front line and artillery support, while my Tomb Kings would focus on magic and core defense, primarily with bowmen and Ushabti. I fell in love with the Ushabti models when I first saw them.
Considering I haven't actually played the game yet, or purchased the army books, chariots would likely be a better option, but I like to dream, hahaha.
I've also been thinking of some fluff for my future army, and I have also been thinking of possible conversions to try in the distant future. Speaking of conversions, is it possible/allowed to add wings as an aesthetic to a model?
you can add everything you like to a model, as long as it represents the rules..
so a couple of wings shouldn't be a problem, but it wouldn't mean it can fly tough.. (unless you cast shadow steed )
