    Standing and Shooting

Lets say if 10 of my rangers are being charged and i stand and shoot. If i take out 3 attackers, and they only have a front row of 5, do they only get 2 attacks back?

If you take out enough of the enemy, they will need to take a panic test. If they pass, or you don't need to take one because you didn't cause enough casualties, then you will have a full front to attack with. You don't cause the front rank to have fewer members so to answer your question directly, no.

I am right 94% of the time, why worry about the other 3%.

No, they get all their attacks. Stand and Shoot happens in the charger's movement phase, they are wholly shooting kills, not close combat kills.
