I am thinking about getting a warriors of chaos army. Would the rulebook for them suffice perfectly fine and get me going on learning the game? or do I need to pickup the big rulebook to actually get a grasp on what I need to know?
You need the rule book. You won't be able to play the game without it. Unless your opponent has one. You can get by with only one copy.
I am right 94% of the time, why worry about the other 3%.

I would certainly try and get the main rulbook, though if you have friends who want to club togetehr to get goblin and Dwarf armies, then they may have spare copies of the "pamphlet" style rulebook, rather than the bigger weighty tome that is teh main book. You can of course ebay for tehse or buy the Skull Pass box and sell the bits on ebay as well...
You need teh Warriors book for the special rules for your troops, but witthout ready access to teh rulebook, some of teh rules will not make sense as they are references in teh army book only
