I am currently scanning through the Army Books for fantasy and am completely baffled by these things, but I am determined to play WHFB.
Anywho, I am reading through the DE book and the unit sizes are 10+....I am used to limitations (40k Player) like 5-10. This 10+ is just a block though, I can't find anywhere that makes this more clear.
1. Can I have a 100 man unit?
2. Do I have to arrange these in any particular order? I mean can I do a 6x2 or a 5x10? Is there an accepted rank and files? I looked at the WHFB RB and couldn't find this...

As far as I know, if there's no limit in the army book, than there really is no limit. I've gone against 50+ goblins before.
As far as rank goes, again as far as I know, there is no set size, though five is a fairly standard one. Keep in mind though, that in order to get any rank bonuses it requires a rank of at least 5, so 10 ranks of 4 would get you no bonus where as 2 ranks of 5 would give you one.

Ah, I remember my transition from 40K to FB, and I had exactly the same questions.
Just to reiterate,
1. You can (theoretically) have units of 700. Good luck moving it though. Personally, I have yet to see any units bigger than 40 (I've used a unit of ~37 on occasion), but 30 is typically the max people will use.
2. Nope. Typically, people will go with five across as that's the minimum needed for ranks bonuses, but sometimes people will go with 6-7 to get more attacks, to protect a wizard or something.

You can make a unit as large as you want more often than not, but your rank bonus will never go past +3 no matter how many ranks you have. For horde armies like goblins or skaven 30 in a unit is pretty normal to see.
I still want to see 100 Grave Guard personally.
Some army's have upper limits. EG Tomb kings every unit except Ushabti have an upper limit (or are independent)
Others (like most of skaven) do not so you could in theory run a skaven army (2k points)

1 unit of 927 slaves.

Yeah, practicality means that you can't really manouvre a single unit of more than 30 models effectively, and only Skaven really beenfit from large units due to the rank bonus enhanced leadership making them less likely to run away. Large units need to suffer large casualties from magic or missile fire to cause panic checks, and so goblins are often deployed in large blocks to prevent enemy missile fire causing panic tests.
