I have to admit I'm not really sure what you mean by lowhammer, are you talking about skirmish? or warbands? or Mordheim?
I cant seem to find the rules downloads off hand anymore.

Did some research and found these general guidelines from a club website. They are in no way complete though...
-little to no magic
-more core than anything else, check. (Breakdown: 3 Core= 45%, 2 Heroes= 27.5%, 1 Special= 17.5% and 1 Rare= 7%)
-little to no warmachines,
-mundane weapons and items on the heroes
-no magic banners
-No crazy creatures, (Juggers are crazy for Chaos Mortals but are watered down for Daemons)
These are basic stuff. Lowhammer basically takes magic and unbelivable stuff out and just pits troops against troops. The focus is more on manuvering and less on magic gimmicks.
Now I'm not sure what rules your particular club will be using for the games. You would have to ask the organizer. But thats to basic ideas behind it. My FLGS also runs stuff like this. PM me if you want a link to their boards which contain the rules.
