I've only ever been to unofficial tourneys with very broad rules. I'm curious about the more official ones. Are special characters permitted? The tourneys I went to, you were basically only limited by the rules in the books. My current army utilizes a special character and I need to know if I should start playing without him to get used to it.
It seems like the direction the newer books are going special characters are becoming more and more a part of the core game. Thoughts and opinions?
It really depends on the tourny, but I think the main idea is no Special Characters. I suggest you ask specificly for the tournies you enter to be sure, though building a list around a Special Character generally is a bad idea for tournies.

Most "official" tourneys in the past have disallowed special characters. I think mostly because of the disparity among the special characters in different books. With the release of newer books, GW seems to be putting more emphasis on special characters, so in future I think more tournaments will allow them.
It may take a couple more years though, until every army has a new book. They may need to level the playing field a bit more.
I am right 94% of the time, why worry about the other 3%.
Thanks folks. My list isn't built around a special character. It just made it better. I'll rework it a bit to use generics. Out of curiosity, my friend plays dark elves. Would their champion upgrades be considered special characters too? Some of them are as good as their hero choices.
Actually pretty much all special characters are allowed in tournaments, if your playing fantasy, I think all the special characters in the books are no longer opponents permission, so you can go crazy with them. If your playing 40k it's the same story, hell there even encouraging you to take special characters, take the space marine book.
If you could tell us what character your using and for what system, it would make everything a lot easier, but really you should be fine with special characters.
At the moment a tournament will have it written down if special characters are not allowed. As others mentioned, most official tourneys do not allow special characters at the moment, but not all.
Special characters are not only one per army, they also have a unique name given in the bestiary.
personally i find special characters unbalancing, gw has enough trouble getting the game into balance even without these monstrosities. But.. more options means more variety

I play lizardmen and I was using Chakax and Gor'rok. I actually played a couple games today using a revised version of my original list using normal scar vets instead and did WAY better than I was with the 2 special characters. Go figure. I'm going to test run it a few more times, but its lookin like I've found my nook.
I think the name Special Characters is a bit outdated. I call them Named Characters these days, since they're different from the special characters of old. Special Characters used to be incredibly powerful and require opponent's consent. That was when they were banned from tourneys. Nowadays they're mostly been toned down and are a part of the core army list. No more opponent's consent, they're just perfectly valid alternatives to the standard generic lord/hero characters. Because of this, I don't think tourneys would ban the named characters any more, but I'm not sure because I've never been to one.
