Are you allowed to use any model as a general/hero in your army? For example, can I use a Dark Elves Shade as a Master, or can I use the Vampire Counts Necromancer model as a Vampire? Do these things matter a lot?
I think the Dark Elves selection of heroes on foot is very limited.
I understand that this question might seem redundant or obvious to some, but I cannot find any answer to this in the rule book of Warhammer Fantasy I have.

As long as you make sure your opponent knows what a model represents your hero or general you can get away with quite a lot, but in general, as long as your model stands out compared to the other models you'll be okay, If you don't like the model range, you can convert a model to a more heroic pose or mixing some bits. I reccomend buying the HE plastic Lord/Hero box as it contains a huge selection of bits.

you could do fine with another army's model as a character.
but prepare to do some heavy moddelling and some heavy painting, because you will really want your hero stand out as a real DE. I think it would be a good thing to buy the HE lord and noble set, so you can use it to do some serious kit-bashing, mixing it up with enough DE parts, to make it a real DE

ALso remember that there are ways to kitbash just using teh Dark Elves kits - e.g. combining teh corsairs, Cold One Knight and Warriors kits to produce your own unique charcters. But as stated - the High Elf Noble/Prince is a good place to get a wealth of bits for kitbashing, as long as you paint it properly, and another good source is the High Elf Wizard. Finally, there are tonnes of collectors Dark Elves models and also some cool mail-order only Dark Elves that you should look at..
