Would it be acceptable to make your own entire "look" to an army? I mean, if I made my own complete set of models would I be able to use the army in a tournament or something? I can't decide what army to choose, and I'd like to be able to use several cheaply. Would it be fine as long as I told the people what army I was playing?

It depends on which tourny you would be playing in. Some tournies (usually ones sponsored by GW) have rules that you can only use only games workshop models or conversions made mostly with games workshop bits. For friendly play it is usually not a problem if you aren't using GW models.
