Me and my friends are trying to convert 8th Edition to a more skirmish based game, ala Killzone if any of the 40k players are familiar with that.
Mordheim is our primary source of inspiration, however there is a lot wrong with Mordheim that prevents it from being as fun as it could be. In particular were looking to take the focus off Campaign play while leaving it as an option, let players use their own Warhammer Fantasy armies and Army Books and place a bigger role on terrain.
Were in the Alpha Phases right now and will be doing some in house testing later in the week. However I'd like to assemble a list of willing play testers I can send the rules too, who would take it to their group and put it through the paces for us. We do not have access to all armies and a wider testing group is more likely to find flaws in wording or things that screw up game balance.

I've read your rules set on dakka, but i don't have an account there, so i will reply here.
I think you're actually building a solid rules set, but i got a few pointers:
Walls and Barriers:
you say that a model can pass a wall if his I is at least 6 and he passes a I-test.
That's quite strange. Making it impossible for all but a few models in the game, but IF their I is 6 or more, they will always pass that test.
I do agree on the use of I for climbing walls, But this way it isn't balanced.
How about a I test for jumping over a barrier, and halve the Initiative for a wall?
One of yor demands is that no heroes can be used.
I think you should allow heroes, but up to a points value of 50.
This allows horde armies (like goblins) to get an answer against a elite army (like HE).
Actually, With the current rules i think it is impossible to make a 250pt O&G list following the current rules.
I think warmachines should also be banned from this game, or at the very least be very limited to 1 per warband.
I think you should add some rules/pointers about the battle field itself.
How large should it be? 6'x4' like normal games? 2'x2'?
How much terrain should there be? D6+4? D6+8?
A sample view of a battlefield would be nice. Just a sketch of the terrain placement would be enough to give an idea.

Battlefield rules are in the Army Section I am working on, I will put them in the Main Rules as well. As you can see it's a bit scatter brained at the moment, I am trying to clean everything up.
Horde Armies will have access to the Armory, this will bump their points up so they can be played, same for Skaven etc. I suspect all armies will make use of the Armor since it replaces the upgrades normally allowed in the Army Book, adding more variety. Heroes are replaced by Warband Leaders who are one of many standardized templates that also have access to a special Armory. I did this to maintain my ability to correct balance issues. For example, Magic doesn't exist as normal in the game, it uses new rules.
Excellent point on the Walls and Barriers. Maybe just say you can jump over on a successful Initiative Test but if you fail you fall, which makes the Wall more dangerous for low Initiative models?
