when it says in the character's description "he may take 100 points of junk from his junk list", does that include upgrading wizards?
For example: Vampire lord gets 100pts of magical iteams. he is a level 2 wizard right off the bat, but one of his *OPTIONS* are upgrade him to a level 3 wizard for 50 points. That doesnt count...right?

That is correct, level upgrades do not count towards your magic item total. So therefore an upgrade from level 2 to 3 would add to your overall character cost, but not count against your magical items limit at all. Hope atht this clarifies things for you!

Yes. Note however that unless specificly stated otherwise,things such as bloodline powers for VC or virtues for bretts DO come out of your magic points allowance. The three exceptions i can think of are saurus sacred spawnings for characters and marks of chaos,and slayer skills. But these all clearly state they are different than magic items,specificly by talking about them in a different sentence than magic item allowance. Hope that helps you!
