    Point values and lords

I understand under the new rules that Lord/Hero choices each are allowed 25% each. My question is, are lord choices now useable in under 2k point battles? or do the normal army book requirements apply as far as character choices?

They are now usable in any point value game.

I am right 94% of the time, why worry about the other 3%.

I think the idea is that some armies such as goblins or skaven could include relatively cheap lords in low value games which in background terms is accurate as such individuals are comparitvely common (compared to an Ogre Tyrant or a Chaos Lord). Conversley 2000pts isn't that big for an army yet a Vampire Counts army could have included Manfred Von Carsten! Therefore the % of points rules more accurately reflects which types of characters will and can turn up to a battle.

    (thats the theory anyway)
