So I ran into two things I want to make sure I played right.
1) My opponent cast Pandemonium, (Miscast on any roll of a double) irresistably. So in my turn I used my power dice to dispel it. Can I dispel it first or do I have to wait till the end of the magic phase? Also since I am dispelling it I don't have to worry about rolling a double?
2) His level 1 wizard rolled a miscast where he loses D3 levels. So in his magic phase can he attempt to dispel my spells? Also can I attempt to use my Rod of Power even if he doesn't have any wizards in his phase? Thanks.

1)You can dispel at any time you want. And you don't have to worry about rolling a double.
2)Yes he can attempt to dispel your spells. You don't need a wizard to make dispel rolls. He just won't get any bonus to the roll. And you can use your rod of power also. It doesn't require the opponent to have a wizard.
I am right 94% of the time, why worry about the other 3%.
